Stacey L. Owens (Districts 27/28)
Stacey retired as a police captain from the Greenville Police Department in Greenville, SC after 28 years of service. During his tenure, he served over 19 years in investigative & supervisory roles, the majority leading the Professional Standards Division (Internal Affairs). Stacey was the law enforcement liaison to the City of Greenville’s Public Safety Citizens Review Board, also the department’s first Crisis Intervention Team Coordinator (police officers’ response to those with mental illness/crisis). After retirement, he was appointed to the City of Greenville’s ad hoc Citizen Advisory Panel on Public Safety.
Stacey holds a master’s degree in criminal justice from Anderson University; he is a graduate from both the Southern Police Institute (SPI) 119th Administrative Officers Course at the University of Louisville; graduate of the Senior Management Institute for Police (SMIP)/ Police Executive Research Forum (PERF) Session 51 at Boston University; Leadership Greenville Alumni: Class 38; The Riley Institute at Furman Diversity Leaders Initiative: Class XXIV
Even though retired, Stacey continues to serve on several non-profit boards & commissions: Greenville Homeless Alliance Steering Committee 2022-Present, Mental Health America of Greenville County (MHAGC) 2020-Present, Greenville County’s Commission on Alcohol & Drug Abuse through the Phoenix Center 2020 – 2023, National Alliance on Mental Illness (NAMI) National Board of Directors, Washington, D. C. 2016-2020, National Alliance on Mental Illness (NAMI) Greenville, SC local board & past president 2014-2020
Stacey is now employed by the SPINX Company, LLC and is the Director of Spinks Community Engagement where he continues to serve South Carolina communities by helping our most vulnerable adults through advocacy for those experiencing homelessness, substance abuse and/or living with a mental illness.
